The People’s Imperial Confederation is widely lauded as one of the most influential Small/Medium armies of all time. Last week, on October 17, they celebrated their seventh anniversary.

A state forged in snow
The People’s Imperial Confederation were founded by Army Legend, Sidie9, on October 17, 2019, with help from army veteran Sirproditor. PIC was initially planned to be a revival of an older army, the People’s Republic Army; however, PRA veteran Prior Bumble intervened to stop this from happening. As a result, Sidie, then a member of the Army of Club Penguin, founded a new socialist-themed army. At their first event, on October 19, PIC achieved a max size of 5, cementing their place in the community.
Proditor would go on to join Sidie as Commander, and together they would achieve a max size of 12 at their first American event. The Confederation would be donated the servers Sled and Wild Island by the Rebel Penguin Federation, which led into ‘Operation: Imperatoria’. This operation saw PIC acquire several servers such as Toboggan and Sub Zero, alongside declaring Sled as their capital. Following the acquisition of more servers, Sidie would make a bold move, transferring the servers Husky and Frostbite to the Recon Federation. This action led to the alliance between ACP and PIC dissolving, and Sidie being banished from ACP.
Unfortunately, the Confederation’s first incarnation ended barely a month after it began. On October 31, NotManuGinobili was promoted to Commander in Chief, becoming the first non-founder to lead the army. From here, PIC would engage in their first war against the Clovers, which was a result of an unprovoked raid on behalf of ACP. Following several hard-fought battles, the Confederation’s forces were becoming strained, resulting in them accepting a force treaty.

Five Year Plan
Further PIC generations would engage in more wars, including the historic World War Rewritten. Here they engaged with one of their oldest allies, the RPF, against ACP. Despite this war not lasting long, it had a large impact on the army. Shortly after WWR, Phoebe and Emma/Lunch Room would join Sidie9 in leadership. This was a historic moment for PIC, as it cemented one of the strongest all-female leaderships in army history, as well as an entirely LGBTQ+ leadership. These features became intertwined with the army, with the Confederation being known as a safe space for all.
Perhaps the most important figure in PIC’s history, aside from Sidie herself, joined the army’s leadership on January 18, 2021. Shallissa is inarguably one of the most pivotal characters in the Confederation’s success. Alongside Emma, Sidie, and SupremeP0wer, the army achieved sizes of 20+ and ushered in a ‘Golden Age’. Notably, PIC and the Smart Penguins engaged in war with the Golden Troops, with PIC and the SP’s emerging victorious. This generation would end in early 2022, after faces such as Cabin0416 and LEGOMAN led the army. During this time, PIC engaged in several more wars, including being a member of the Vengeance Alliance.
The Fourth Confederation Generation would see members such as Alucard join the leadership, with the army participating in the historic World War IX as part of the Sapphire Concordat. This year also saw PIC’s dominant performance in Beach Brawl III, where they claimed victory. Alongside tournament dominance, PIC also bested the Winged Hussars, the Special Weapons and Tactics, and the Penguins of Madagascar in war. Following more tournament victories, the army welcomed members such as Jojo Teri and Saber into their leadership.

Fall of the Iron Curtain
On June 30, 2025, the People’s Imperial Confederation would return for its fifth generation, under Taro and Caitlin. Following the abrupt end of the fourth generation and the removal of the disgraced 54x, many wondered what the future would hold for PIC. This generation saw the return of figures such as Scars4321 and Villa to PIC leadership. Most notably, the Confederates would declare war on the Water Vikings on September 29, despite the Vikings being much stronger than PIC at that time. This war quickly came to a close due to other events occurring in the WV leadership, involving Rye’s departure.
Despite rather good levels of engagement within the community, and maxes of 20+, the fifth generation would come to a rather shocking close. On December 7, First Secretary Shallissa announced the revelation that the army would be entering an indefinite closure due to severe misconduct at all levels. This would be the last PIC generation to date; however, more information would come out detailing further reasons behind the army’s closure.

On October 19, 2026, 2,557 days since the first-ever PIC event, Sidie announced the Seventh Anniversary Gala. The event took place on Saturday, October 24, with a max size of 14 being achieved. Unlike previous PIC Gala events, there were no awards distributed due to the lack of an existing generation at the time of the anniversary. With no return in sight, this event could quite possibly mark the last Confederation event of all time.

To find out more about PIC’s anniversary and what it means to the army, Club Penguin Armies reached out to PIC founder Sidie9 and First Secretary Shallissa for an exclusive interview. As of yet, neither has replied.
Ultimately, PIC’s influence on the army scene is undeniable. Whether S/M or Major, the Confederation always made an impact on the community. With the calibre of the Confederation’s former leaders, including army legends, it is no surprise that they are incredibly influential, and their seventh anniversary marks another stage in their history.
