Club Penguin Journey (CPJ) has become the primary hub for army recruitment, off-CPAB events, and community growth. With the community’s massive presence on the server, Club Penguin Armies—in direct consultation with CPJ Staff and the results of the CPA Summit 2026—has put together a comprehensive guide on how armies can correctly and respectfully use CPJ without violating its Terms of Service.

This guide is divided into two parts. The first part covers the official Club Penguin Journey Terms of Service and community guidelines regarding army behavior. The second part addresses the specific Club Penguin Armies Summit guidelines regarding neutral zones, server etiquette, and internal army enforcement.
Part One
Organic Recruitment vs. Spamming
The most critical point of friction between the army community and regular CPJ players is recruitment. Following direct consultation with the CPJ Support Team, a strict boundary has been established regarding how armies may advertise.
According to CPJ Staff, advertising (i.e., encouraging users to join an army Discord server) is only permitted during official army events and may only be done organically when users show curiosity. Repeatedly chanting “JOIN OUR ARMY AT XYZ DISCORD” or spamming invite links in public rooms is strictly prohibited. This behavior is classified as spam under CPJ’s Terms of Service and is a bannable offense. Armies must rely on organic interactions, stamp hunts, and friendly conversations to attract recruits, rather than treating CPJ rooms like a billboard.
Banned Zones for Events
To prevent disruption to new and casual players, CPJ Staff has explicitly requested that armies refrain from hosting events in the Welcome Room and Town. These are high-traffic, primary hub areas for the general player base. Hosting massive, synchronized army events or battles in these rooms overwhelms the server’s intended atmosphere and generates complaints from the CPJ moderation team. Armies should utilize other rooms on the island, or designated neutral zones, to conduct their operations.
General Conduct and Chat Filters
Club Penguin Journey operates with strict child-safety filters and a zero-tolerance policy for toxicity. Under the CPJ Terms of Service, the following behaviors will result in immediate account termination:
- Toxicity and Instigation: Engaging in harassment, abuse, or targeted bullying. “Slagging” or trash-talking opponents during battles must be kept to a minimum or replaced with emote/silly-word tactics to avoid triggering moderation bots.
- Sensitive Topics & Discriminatory Language: Racist, homophobic, sexist, or hate speech of any kind. Discussions regarding politics, religion, or illegal substances are also strictly forbidden.
- Discussing Other Servers: Promoting or discussing other Club Penguin Private Servers (CPPS) is not allowed. Keep your army’s external server promotions strictly to your own Discord links during approved event times.
- Bypassing Filters: Attempting to bypass CPJ’s chat filters using special characters or misspellings is a direct violation of the ToS.
Leaders must ensure their troops understand that CPJ is not Club Penguin Army Battleground (CPAB); the platform’s rules always supersede army battle tactics.
Part Two
The second part of this guide addresses the internal league regulations established during Session 3 of the CPA Summit 2026, which govern how the army community self-regulates on CPJ to maintain a healthy relationship with the game’s administrators.
Neutral Servers and “Blizzard”
During the Summit, the community and Army Representatives voted overwhelmingly to establish “Neutral Zones” on CPJ to prevent warfare from disrupting general recruitment. Based on the finalized votes:
- Blizzard is officially designated as a Neutral Server. Due to its status as one of the busiest servers on CPJ, it is protected from army warfare.
- Events and Recruiting are Allowed: Armies may still host normal events and conduct organic recruitment on Blizzard.
- No Battles or Raids: Hosting practice battles, official wars, or hostile raids on Blizzard is strictly prohibited under CPA league rules.
Violating the neutrality of Blizzard will be treated as a breach of CPA etiquette, regardless of whether CPJ moderators intervene.
The CPA CPPS GUIDELINE Template
Although not mandatory, army leaders are advised to adapt this template into their own internal Websites/Discord servers. It is our duty as army community to respect not only CPJ but the globallity of the CPPS wider community. Therefore, Club Penguin Armies also advise you to integrate these guidelines into your army’s onboarding process, ensuring that every new recruit and newly promoted staff member reads and understands the boundaries of CPPSes.
League Enforcement and Punishments
The army community voted Yes to applying CPA penalties for armies that break CPJ rules during events and recruitment. CPA relies on internal army discipline as the first line of defense; leaders must actively police their own ranks.
However, if an army’s staff or troops are caught spamming, raiding neutral servers, or violating CPJ’s Terms of Service, the army itself will face league repercussions. Punishments may include Top Ten point deductions, event invalidations, or tournament suspensions. Protecting the community’s access to CPJ and the wider CPPS community is a collective responsibility, and armies that endanger the platform’s tolerance for us will be held accountable by the league.
