The first two sessions of the CPA Summit 2026 have concluded, and with them, the community and Army Reps have passed a sweeping set of new activity standards. All passed changes will be implemented on September 20th. Find out what was already discussed and approved and what the next steps are.

Over the past two weekends, the Club Penguin Armies community gathered for the first two sessions of the 2026 Summit. As with last year, each discussion was followed by a community vote in #community-votes, now carrying the weight of 5 votes, alongside private, secret ballots from each army’s Representative. The combined tallies below are final and binding.
SESSION 1: CPPS ETIQUETTE
The Summit opened on the thin line between army recruiting and CPPS etiquette. The discussion was unanimous in spirit: recruiting must be respectful, organic, and compliant with platform rules, with the responsibility falling on army leaders to educate their staff and HCOM.
The session then debated alternative, more “user-friendly” battle styles for off-CPAB events on Club Penguin Journey. The community voted in favour of exploring a different battle style for non-CPAB battles, with the specifics to be agreed upon at a later stage.
Discussions on off-CPAB raids, wars, and server “ownership” made one thing clear: before the league sets any hard rules for CPJ, it must first understand what CPJ expects of armies. That consultation has now happened, with the CPJ Support Team providing official guidelines on army events and advertising. These topics will continue in Session 3.
SESSION 2: ARMY CULTURE AS A WHOLE
Session 2 tackled the state of the community head-on: inactivity, the definition of an “event” and an “active army,” tournament fatigue and no-shows, and potential alternatives to the current league system.
In tournaments, there was broad support for punishing no-shows and for keeping Legends Cup and Christmas Chaos while rotating fresher formats. However, when it came to overhauling the league itself, via a Division system or a Monthly Map, the community and Reps opted to keep things as they are for now, preferring to stabilise activity first.
THE PASSED CHANGES (EFFECTIVE SEPTEMBER 20TH)
- Event Minimum Raised to 5: To constitute an event, it must now have a minimum of 5 participants (up from 2). Armies must still perform tactics in it — this does not change. (Final: 12–3)
- Activity Requirement for Opening Events: Opening events must last at least 10 minutes. Verification (recording or timestamps) is to be confirmed. (Final: 12–3)
- Active Army Event Window Shortened: An army is considered active if it has hosted an event in the past 2 weeks (down from 4). (Final: 3 [4w] – 1 [3w] – 11 [2w])
- Battle Requirement Added: Armies must also have hosted a battle (practice battles count) in the past 3 weeks to be considered active. (Final: 11–4 to add it; 6–8–0–1 on the window, defined by the community.)
- Alternative Non-CPAB Battle Style Approved in Principle: The community voted to explore a different battle style for non-CPAB battles, with details to be agreed upon later. (Community: 25–13)
- League System Unchanged: The Division system and Monthly Map alternatives were rejected. The current league, map, and tournament structure remain as they are. (Final: 2–2–2–9)
All of the above will be implemented on September 20th. Armies that fail to meet the new event and battle activity windows will no longer be considered active, with further enforcement details to follow from the Administration.
WHAT COMES NEXT
The Summit is not over. Session 3 will continue the CPPS Etiquette discussion, now armed with the official CPJ Staff Team guidelines on army events, advertising, and banned zones. A full vote on the future of the Army Board, including detailed succession plans, will also take place in an upcoming session.

Personally, I feel that the Summit did not solve the issues the community actually wanted solved. Many onlookers of the community suggested proposals that made policies harsher for small/medium armies, just to reduce the potential for new armies. I understand that battles are unfortunately scarce in the army community, and too many new armies have opened.
However, forcing armies to battle kills liberty and builds bureaucracy. Also, there is no issue with many armies opening, even if they hit very small sizes. In fact, it is good to have multiple small/medium armies around, and they cause no harm.
Perhaps these policies will improve warfare in the community. Maybe not. I can’t say for sure. But I do know that the proposals suggested by the army community are not proportional. If you want warfare, you need to train future leaders properly, appreciate new armies opening, suggest the major armies split their alliances up, lend advice to S/M leaders, and make S/M armies feel part of the community. If you think these changes are great, think again. This time, think very logically.
