Several ex-leaders have returned to lead the People’s Imperial Confederation once more. Let’s explore what this promising leadership means and where the army will go from here.

On August 30, 2025, People’s Imperial Confederation legend Scars announced his return to leadership. In addition to Scars, Villa, and Sweater also returned to lead the army. With all three of them having led the army in the past, a promising new era awaits the Confederation.

Their Story
Scars, Villa and Sweater have led the army in the past; However, their circumstances for doing so are different.
Scars
Scars is well-known for creating and leading the Scars of Club Penguin. While leading the army, Scars formed many alliances while also leading several wars against the likes of Special Weapons and Tactics and the Spartans. In November 2024, Sweater asked Scars to lead the People’s Imperial Confederation, which was currently on hiatus. Scars agreed, becoming a leader on November 2, 2024. Following this, Scars announced that the Scars of Club Penguin will merge into the People’s Imperial Confederation.

Scars continued to lead PIC until his retirement on April 19, 2025, bringing his almost six-month leadership to an end.

Villa joined the army community in 2020, after being recruited into the Underground Mafias Army. Within the next year, he gained experience in many different armies, such as the Doritos of Club Penguin and the Water Vikings. Villa also led the Trojans of Club Penguin and Scars of Club Penguin before leaving the community for several years.
In October 2024, Villa rejoined the Scars of Club Penguin, earning the rank of Leader in Training. When Scars merged into the People’s Imperial Confederation, Villa was given the rank of Second in Command. He worked hard to yet again obtain the rank of Leader in Training in January 2025, before being promoted to leader in March 2025.

Sweater
Sweater joined the army community in May 2013. While dual-enlisted, he earned the rank of staff in Special Weapons and Tactics and the Dark Warriors. His time in the community was short, leaving later that year. Sweater rejoined the army community in 2015 and 2020, being a moderator in SWAT and leading Shadow Recon and Fire Warriors.
He returned in 2023 to lead the Penguins of Madagascar and Special Weapons and Tactics. In August, he left SWAT, later joining the People’s Imperial Confederation as leader. Under his leadership, PIC won both Beach Brawl III and New Year Bonanza 2024. For his accomplishments, Sweater was added to PIC’s Hall of Fame. After a successful leadership, Sweater retired from PIC on March 17, 2024.

The Return
Before the three returned, PIC was in a troubling situation, usually maxing five or fewer at events. With all three leaders having led PIC in the past, many are wondering how they will restore the army. To find out more, Club Penguins Armies interviewed them.
Why did you return to leadership?
Scars: I saw the current state of things and with PIC looking like it was on the brink of shutdown, I decided to dm Alu and see if it would be possible for me to return. Over the last few weeks we’ve been planning carefully and now Villa, Sweater, and I hope to restore things!
Villa: I had been overseeing PIC as a member of the Congress this last generation, and noticed there was no good communication and a bit of slacking off from part of the leaders, so Sweater and I wanted to step in, but we needed a third one, and that’s where Scars came in given that we are on good terms again despite our previous fallout.
Sweater: I’ve always wanted to inspire the next generation of leaders, in both PIC and Fire Warriors. We tried to pass it on a few months ago but they just weren’t doing very well, so I’m hoping that Villa, Scars & I can properly train and pass on the army. I must admit that I don’t intend on staying for long, just until I can comfortably sit back and advise without worrying too much.
What are your plans for PIC?
Scars: I just want to restore it and leave it in a better place right now. I want to make sure that theres a future in PIC and when I’m ready to retire someone can take over and keep it going.
Villa: Step one is always the tough one, rebuilding our community again after it’s period of inactivity, something I doubt will take long as we have a great team working behind the scenes to ensure everything runs smoothly.
Sweater: I definitely want to get us back to major classification with little help from the Paragons and Congress of Soviets, the people we have relied on too heavily in the past. Really, I just want to inspire the next generation to be better than we were.
Do you think PIC will be as large as it was in the past? Do you see PIC getting major classification again?
Scars: It’ll definitely take some time to get it back to that state, but I believe with the right mindset and a good team that we can definitely get back to that point. I think we’ll get back to where we were when I led, but major is a goal for the further future.
Villa: I believe if everything goes according to plan, we could even be bigger than the last generation, Major Status is definitely on our crosshairs
Sweater: Yes. We reached major classification last year with basically no high command. Right now we’ve already built up a decent starting point which is where we’ve always struggled. I see that the SM community is a little bigger than it was when I last led, so I’d like to have a little fun with that first.
It seems that PIC’s leaders are hopeful to make PIC a dominant army again. With qualified leaders returning, PIC’s dreams of regaining major status are in reach. Do you think PIC will accomplish this? How far will the new leaders go? Will PIC dominate the Small/Medium community like in the past?
