A few minutes ago, the First Secretary of the People’s Imperial Confederation published a dramatic and revealing statement. In it, she denounces severe misconduct at the highest levels of leadership and announces the indefinite shutdown of PIC’s Fifth Generation.

Founded in October 2019, the People’s Imperial Confederation had long presented itself as a values-driven force within the army community. According to the PIC’s First Secretary, Shallissa, in her recent statement , the army served as “the voice of reason, demonstrating standards that are lacking throughout the community.” This reflected Shallissa’s and PIC founder Sidie9’s philosophy during their leadership in 2021, 2023, and 2024.

The current crisis in PIC began when Shallissa received a tip about a private leadership group chat with an unsettling name. Neither she nor Sidie9 was included in it. Her investigation unveiled far more troubling details: senior members admitted that the chat contained antisemitic remarks, racial slurs, and explicit references to 18+ subjects. The situation became even more serious once it was confirmed that minors were also present in the chat. She mentions the lack of action from the now-former leader, Alucard, who was there, to be ” one of the most upsetting reveals of my entire investigation.”
At the same time, HCOM Miffy, also present in the group chat, had written and circulated a satirical sexual fanfiction involving two members of the community. Although the story was not explicitly 18+, it made one of the individuals involved deeply uncomfortable. When Alu was approached, his concerns were allegedly dismissed.
Despite the gravity of the messages and the presence of minors, several leaders knew of the chat for some time and took no action. Shallissa describes this as a profound failure, especially on Alucard’s part. When she and Sidie9 confronted the full leadership on November 26, they insisted that the chat be archived and that any new leadership discussions include them. Although cooperation appeared to exist at first, the investigation revealed a broader pattern of normalized toxicity and repeated boundary violations. Rather than showing remorse, leaders Alucard, Scars, and Villa reportedly reacted with irritation and resistance toward Shallissa’s investigation.

Given the severity of the behaviour, the leadership’s failures, and the disrespect shown throughout the inquiry, PIC’s administration decided to halt all operations indefinitely, effectively dissolving its Fifth Generation. Still, the door was not completely closed: Shallissa notes that the PIC could possibly return in the future, depending on whether the “right people” come forward to rebuild the army.

The collapse of the People’s Imperial Confederation’s Fifth Generation serves as a stark reminder that even the most established armies are vulnerable to the failures of their leaders.
