Over the past few days, there have been several discussions concerning community safety. This post aims to give a clear insight into the Administration’s goals for the future of the organization, as well as take action on some recent events.
The need for a safe community
We, the CPA Administrators, believe that having a fair, safe, and welcoming community is a must if we want it to expand and attract new players to join it. This responsibility extends beyond the league and is also applied to the armies.
Within the league, our Moderators work diligently to ensure that the community chats remain safe at all times. At the same time, we punish individuals who violate our rules, whether that is by warnings, mutes, kicks, or bans. Our goal is always to strike the right balance: allowing people to express themselves freely, while making sure no one, including themselves, is put in danger.
Nonetheless, we acknowledge our moderation is not perfect. The Administration is strongly committed to improving moderation standards, something that has been in progress. Thus, to provide greater clarity, we plan on releasing a more detailed post alongside our Head Moderator, Bestpenguin. This post will further explain the CPA server rules, how they are enforced, and what punishments are to be expected when violations occur.
Internet Safety
Apart from the organization, it is also imperative that army leaders put their best efforts in order to ensure their armies are safe. Armies should monitor their chats and instantly stop any weird or even illegal activity that may be going on. Leaders should try their best to protect their members from internal and external threats. On the internet, you can never be safe enough. People of the community should keep their information to themselves as much as possible, whether that is photos or information about themselves. It often occurs that people share their social media info with others, something that has brought an increase in doxxing episodes.
One of the biggest disadvantages of the internet is that you can never be fully certain if the other person is being truthful about who they are. Forming relationships online can carry risks, especially for younger people. Trust should never be given instantly it must be earned over time and even then, people should remain aware of the potential dangers. For added safety, it is also recommended to use a VPN when browsing online. This helps protect your privacy by preventing others from obtaining your IP address and using it to track your location or personal information.
Last of all, you should always use a separate non-personal email for everything you do in CPA. Whether that is creating a document, a WordPress account, or an account in one of the CPPS. The last one is extremely important, as there have been several security issues with the CPPS, so in case your info gets leaked, you are safer if you have used a CPA only, or a temporary email.
As everyone is probably aware from the multiple campaigns in real life, make sure to use strong passwords when creating an account. Additionally, do not reuse passwords. It is obvious, but it will be mentioned regardless, do not share your account details and your passwords with others. If you do that, people will be able to access your account.
Expect a full internet safety guide to be released by Club Penguin Armies in the near future.
What happened?
On September 16, three documents arose exposing the actions of two Rebel Penguin Federation staff members in a private “friend server” with other RPF members. These posts alleged that the two individuals engaged in grooming. The screenshots provided showed that, indeed, there were concerning events taking place in that server, which was owned by one of the two individuals in question.
Both were instantly banned from the Club Penguin Armies Discord server as soon as the Administration was made aware of the situation. However, RPF itself did not ban one of them, while the other, the server owner, was only banned after the three posts became public. RPF leadership was made aware of the situation a few days earlier, but without access to the full information. They tried to justify their initial lack of early action through a subsequent post that, unfortunately, only made things worse.
An alliance named The White Order was made in order to fight against RPF and send a message of no tolerance for issues like these in the community. They hosted their opening event and registered in CPA on the following day, September 17. As soon as they got accepted, they declared war on RPF. The Rebel penguin federation
Upon reading all the documents released, the Administration felt it was necessary to contact RPF to gather more information. We want to recognize the transparency RPF leadership has shown and the respectful communication maintained with us throughout this process. These qualities are valued highly, and they reflect the kind of honesty and accountability we want to encourage in the community. Leadership was cooperative, open to discussion, and answered all the questions that we asked them, and we appreciate that.
From our investigation, we concluded that RPF leadership was aware that the “friend server” had existed for some time, when it functioned as a normal server without anything out of the ordinary going on in it. The Rebel Commanders affirmed that they were informed of only a part of what the three posts included a few days before they became public.
They also acknowledged their mistake in not taking immediate action against the server owner. Even with incomplete information, the individual’s misconduct was evident, and steps should have been taken sooner. At the same time, RPF leadership informed us that they carried out their own in-depth investigation by reviewing all chat logs of the server in question. Through it, they determined that the case involving the second individual was less severe than initially believed. Nevertheless, this individual will remain banned from CPA.
Action Taken
Through our discussions and investigation, it became clear that RPF leadership’s initial response was inadequate. Their decision, at first, to simply remove the server owner from staff without issuing a ban was concerning. It was only after public outrage and the release of the full context that they realized their mistake. The individual now remains banned from the army.
But let us be clear: when leadership is given information, even if partial, that already shows wrongdoing, failure to act swiftly is unacceptable. That hesitation put the safety of their community at risk. For that reason, we have decided to issue a punishment to RPF. For the next two weeks, a 0.6 multiplier will be applied to the total points RPF earns in the Top Ten.
This decision does not point at hostility toward RPF. It is about upholding the standards that every army under Club Penguin Armies must follow. We want armies to be spaces where players can interact, participate in events, and enjoy their own communities, but above all, they must remain safe, especially for the minors who make up a significant part of our community. Safety CANNOT be negotiable.
As stated in a previous Executive Statement, the line must be drawn between inaction and overreach. Armies thrive when they have the freedom to operate, but such freedom must exist within rules that guarantee protection, safety, and fairness. When leadership fails to uphold those standards, CPA must act. Not to interfere for the sake of control, but to govern responsibly, to protect the community, and to set the example of what is expected.
The White order alliance
Concerns
The White Order Alliance was founded on September 17. Since its creation, concerns have been raised regarding its name. Some members of the community have found the name to carry racist undertones, while others initially dismissed it. These concerns escalated when a leader of the alliance compared it to a known supremacist group from the past. Following this, an attempt was made to design a costume for the alliance uniform that resembled this group’s imagery. While that idea was quickly shut down, it nonetheless raised a serious alarm.
At the time, CPA chose not to intervene, as the individual involved claimed their actions were merely a distasteful joke. However, the situation did not end there. Shortly afterward, it was brought to our attention that TWO conducted an inappropriate tactic during one of their battles. This tactic was interpreted as a reference to a racist event that sparked outrage and condemnation around the world. We would like to generously remind the army community that the term “no toxic tactics” is a general battle term of our league, and it must be upheld by all armies in warfare.
CPA cannot and WILL NOT ignore actions or symbols that put our community’s values at risk. The line between “joking” and promoting dangerous imagery is not one we are willing to blur. Due to all these, we have decided to enforce a multiplier of *0.6 on TWO for this week’s Top Ten.
Ironically, the very alliance that claims to be fighting for higher standards to protect minors has engaged in actions that contradict that mission. By adopting controversial symbolism and rhetoric, they are not safeguarding their members. They are exposing their armies to controversial CPA individuals and to divisive, hateful discourse that has no place in this community.
Such contradictions undermine the credibility of their stated goals. If the protection of minors and the creation of a safe environment are truly priorities, then actions and leadership must reflect those values consistently, not only in words, but in practice.
Demands
On September 20, TWO approached the Administration with a document labeled as “Official Demand Letter”, signed by many alliance leaders. They were concerned about how RPF handled the situation a few days prior. In the document, they accuse the whole community of lacking protection for the younger participants.
While we agree with this remark, and deeply appreciate their concerns, the Administration is proud to state that there have been fewer security incidents throughout the year, as they are less common than in previous years. Compared to other online communities, the Club Penguin Armies community is way safer. Given the structure of the internet and Discord itself, one can never make a community 100% safe. A few paragraphs above, though, we call the armies to help us make it as safe as possible.
In the document, TWO issued four demands from Club Penguin Armies and the Legends Council, which will be analyzed below.
Demand 1
1. For failing to adequately address the misconduct of their organization’s staff, the Rebel Penguin Federation must be disqualified from the top ten through the end of 2025; Additionally, they must be barred from entry in all tournaments for no less than six months.
CPA has chosen to reject this demand. Long before these demands surfaced, we had already reached a clear and fair conclusion regarding RPF’s punishment, and we stand firmly by that decision. RPF will receive a two-week penalty on the Top Ten, with a *0.6 multiplier.
We view the proposed demand as disproportionate and, frankly, absurd. To disqualify RPF for over a year and exclude them from tournaments for half a year would not only punish the army but also harm the broader community by creating unnecessary division, given the scale of what transpired. Our responsibility is to ensure fairness, proportionality, and community safety, not to enforce reactionary measures that overreach and destabilize.
Demand 2
2. The Club Penguin Army Legends Council must immediately redact Waterkid101 and Boomer20 from the list of legends for the crimes they have committed against minors; Likewise, following this redaction, the CPA organization must also strike their names from their website’s legends page. Any other individual not listed above who is or has been outed for similar crimes must also be redacted from both of the above. This is non-negotiable.
It is not in CPA’s authority to act on that unless the Legends Council decides that it should be the case. As such, for as long as the Legends Council recognizes those people as legends, their names will remain on the legends list on our website.
Demand 3
3. Guidelines against s*xual misconduct within the community, in addition to penalties for armies who fail to adhere to them, must be established.
Club Penguin Armies already enforces rules against such instances on a case-by-case basis, holding individuals accountable according to our established regulations. When violations occur, appropriate actions are applied promptly. As mentioned earlier, a post with further details regarding moderation rules and enforcement procedures will be published in the near future. As it was seen from earlier in the post, RPF received an adequate punishment for mishandling the situation.
There is already an established precedent for punishing armies that enable doxxers within their ranks, and the same principle will be applied to misconduct toward minors.
Demand 4
4. A council must be founded to ensure the safety of the minors and young, vulnerable adults that populate the CPA community, both for the sake of enforcing the above guidelines in addition to providing victims a safe space for coming forward with allegations and evidence.
Club Penguin Armies will not recognize or accept the formation of such a council as legitimate. There are significant risks that it could end up being politicized, misused, or manipulated, turning the very victims it is meant to protect into tools for personal or political agendas, instead of providing a safe space. Ironically, this demand comes from individuals who have recently weaponized victims’ experiences to declare war on RPF.
This Administration would like to profoundly remark that Club Penguin Armies is the governing body for armies, and the safety of our members is ultimately OUR responsibility. Ceding this duty to unknown third parties would be irresponsible and naive. We will not allow concerns for safety to be weaponized or fall into the hands of ill-intentioned actors. CPA will continue taking measures to ensure that its space remains safe for everyone involved in the community, especially for the minors.
With all things considered,
Effective immediately:
- Any army found complicit in or tolerating sexual misconduct, harassment, and/or exploitation, grooming, or any related inappropriate behavior of such natures toward community members, especially minors, will face disciplinary action, including but not limited to removal from the league, Top Ten deductions, and other public sanctions up to the Administration’s discretion.
- Individuals found responsible will be fired from positions, if they have any, and permanently banned from all CPA-related servers.
- The Rebel Penguin Federation will receive a two-week 0.6 multiplier on Top Ten rankings for failing to promptly address the situation.
- The White Order alliance will receive a one-week 0.6 multiplier on Top Ten rankings for conducting an inappropriate tactic during a war battle against RPF, thus breaking a CPA general battle term.
This is not negotiable. Protecting our community is not only our duty, it is the foundation of everything we do: For the Community. We urge all army leaders and members to stand with us in rejecting these actions and fostering a safer, more respectful environment.
