Army Board Deliberations: Server Map & Capital Draft Information

After a thorough cycle of discussions regarding the server map, the Army Board has concluded its deliberations. Following a reset on the map, board representatives have come together to coordinate the next phase of the map launch.

The current Club Penguin Armies Server Map was introduced on May 5, 2024. Created by Df44, the map consists of 250 servers, with 90 servers being called the “legacy servers”. Undeniably, the map has been the home of several remarkable battles and controversial wars throughout 2024. Of course, it could not have been any different for this current year.

On January 18, a new continent was unlocked in the Server Map. In this continent, armies found a mix of Territory Tiers, Wilderness Zones, and regular land (check our previous article on the server map for more information), concepts originally designed by Chief Executive Producer Mare. The Army Board constituted it as a trial run to test both most-voted ideas, as all armies had until February 22 to capture land. The CPA Administration found delight as these features showed themselves to be a success.

Nevertheless, as the server map nears its first anniversary, the Army Board has decided to give it some updates as a birthday gift.

WHAT HAPPENED IN THE ARMY BOARD?

Over the course of two weeks, Administrators, Board Representatives, and Club Penguin Army Judges Head Judges engaged in extensive discussions on potential changes to the server map and its current dynamics. Throughout these debates, a strong emphasis was placed on the need for meaningful updates and improved incentives to encourage greater army participation and engagement.

One of the most heavily discussed proposals during the board’s discussions was introduced by Army of Club Penguin representative, Daniel20448. This proposal focused on revamping the land invasion system by introducing adjacent land invasions — similar to the mechanics seen in Project Conquest: Blood Bowl — as well as the addition of naval invasions, bringing a new strategic depth to the map. While the board acknowledged the proposal as both innovative and groundbreaking, it was collectively agreed that such a significant change warranted a thorough examination to ensure the system was balanced and free of critical flaws before any consideration of implementation.

However, a proposal presented by Chief Executive Producer Coolguy was met with strong support from the board. The Administrator suggested a seasonal land unlock system, where additional territories would gradually become available for invasions over the course of the year. Furthermore, the Army Board showed interest in maintaining the Territory Tiers and Wilderness Zones with only a few adjustments.

WHAT is going to change?

With plenty of different ideas on how to move forward with the map, the following points managed to reach a majority vote after several rounds of discussion.

New Seasonal Land Unlock System

Alongside the seasonal map system, the board agreed to keep the grace period for one week after the server map launches. During the grace period, armies are not allowed to invade or declare war on each other. This way, all armies can focus on invading free land and getting ready for potential conflicts.

Adjustments to Territory Tiers and Wilderness Zones

The Army Board and Administration agreed to adjust the size tiers to make them more competitive. As a result, the new size tiers will now be: 5 [AUSIA] & 10 [US], 20, 25, and 30. In addition, in Wilderness Zones, armies will now not be allowed to make use of unenlisted visitors, dual-enlists, or any type of external assistance in invasions. These zones will be scattered across the continent’s mainland and islands.

Additionally, our fellow CPA: Battleground developer Chicc will be implementing a small update on the server map. There will be a prompt showcasing the type of the land (regular, tier, or wilderness) alongside the size requirement for invasion (if tier). We would like to thank Rye Bread for coming up with this idea and suggesting it to the Administration.

Flexible Free Land Cap

Given that the map now operates under a seasonal land unlock system, the Administration has agreed to make the free land cap more flexible. This change will allow the cap to adjust progressively in line with the amount of land being unlocked. The initial free land cap will continue to be of eight servers.

Additional information: ‘Advisor’ Recognized as a Formal Rank

Even though this vote has no direct impact on the map itself, it does alter the understanding of the dual-enlistment rule. As of this vote, the Army Board formally recognized the Advisor position in armies to be a formal rank. For example, if someone holds a rank in one army while also serving as an advisor in another, this will now be considered dual-enlistment.

The Army League Board has agreed upon a server draft to ensure that all participating armies have an equal amount of land upon launch. The draft will be taking place on Wednesday, April 9, at 1 PM EST. All Army Board Representatives ought to be in attendance.

  • The draft will take place in a dedicated Discord channel that has been set up.
  • Each army will be able to select up to 1 server, serving as their capital.
  • The chosen capital server must be a legacy server.
  • The armies will make their draft picks in order of the previous Top Ten Armies, which was released last Sunday (April 6).

For the sake of remembrance, below is the list of legacy servers. The bolded and colored servers cannot be chosen or invaded.

free land invasions

The map will go live on Sunday, April 13, starting at 9 AM EST for free land invasions only. This will be on a first come, first serve basis, in which an army can only invade one free land server per day, as usual. A total of 60 servers will be introduced. The launch will be followed by a grace period in which no army can invade another, allowing the focus to be on free land invasions. The grace period will end on the following weekend, Sunday, April 20, at 9 AM EST. As a reminder of our Map rules:

Armies may only acquire up to 8 servers through means of freeland invasions, server transfers, and/or other methods.

Therefore, once an army has acquired up to eight servers, they must invade another army if they wish to gain more. As land is unlocked as the seasons pass, the free land cap will rise.

    That is fucking stupid to have 8! I’d rather have more!
