SWAT had faced difficulties since its alliance’s defeat in World War IX, which resulted in a decline in troop numbers, multiple leadership changes, and numerous internal conflicts over time. Efforts were made to revive the army through new leadership and initiatives such as Operation: Phoenix, but progress eventually stalled, leading to the decision to disband the army.
