Mapping the Map: A New Age of Warfare

After more than a month of deliberations, the Mapping the Map summit has officially concluded. In this historic gathering, Club Penguin Armies invited the community and army leaders to discuss changes to the server map rules and structure. We are pleased to introduce all updates.

In August, the Administration announced the launch of the Mapping the Map 2025 CPA Summit, a historic gathering for Club Penguin Armies, bringing together our community, army leaders, and the Administration in open and constructive dialogue. The summit was held through five different sessions, giving every voice the opportunity to be heard and every concern the chance to be addressed.

The focus of this summit was clear: to reshape the future of our server map. For too long, excessive regulation has slowed progress and weakened the competitive spark that defines CPA. That era is over. Thus, at the summit, we officially conducted a full re-vote on all map rules, cutting down bureaucracy, reducing unnecessary barriers, and creating a system that encourages warfare as the lifeblood of our community.

Community votes during the summit sessions

After each summit session, the Army Representatives carried out the voting and final deliberations. For the first time, the rules of the map were rewritten with full community participation, with community votes also contributing to the total tally. It is also noteworthy that some major votes only passed because of community votes.

Without further ado, let us introduce what rules will be changed.

PASSED VOTES

  • Add requirements to judged free lands. Armies must be consistently active throughout the freeland invasions and hit the minimum size at any point in the room.
  • Removing Territory Tiers and Wilderness Zones. All land will become regular land.
  • Minimum sizes required to invade a land change to: 5 for Small/Medium armies and 10 for Major armies (applies to all time zones).
  • Raids are allowed in any army events, practice battles, and war battles, apart from tournament battles.
  • 1v1 war term will no longer be enforced.
  • ‘No loophole’ term will not be enforced by Club Penguin Armies.
  • For practice battles, other CPPS can now be used, apart from CPA: Battleground.
  • All the land an army owns will automatically be locked when it joins a war. Thus, armies will not be able to transfer or release land (unless they surrender the war). In addition, land will be locked as soon as an invasion is scheduled on it, outside of wars.
  • ‘No dual-enlists’, ‘no visitors’, and any other term that does not allow individuals to attend war battles will no longer be enforced by Club Penguin Armies.
  • Force treaties will now last up to 4 weeks, and their warfare terms will only be applied on map activity (e.g.: no raids, no involvement in wars).
  • Winning armies can now choose whether or not to force treaty the opposing army at the end of the war. Thus, if the army chooses not to force treaty the opponent, the war will officially end right after the capital invasion ends, if successful.
  • ‘Fun’ terms are allowed in force treaties. Whether or not they will be upheld is up to Admin discretion.
  • Armies can sign mutually-agreed treaties (such as peace treaties and non-aggression pacts) for as long as they desire, with CPA upholding them.
  • AUSIA ending time changes to 10 AM EST.
  • Sesonal map resets will now be taking place (the duration of each season will be determined by the Army Board).
  • Awards will be given for armies that complete certain challenges/milestones on the map.

The Army Board will now vote on whether a map reset should or should not happen upon the launch of the new map rules. Regardless of the outcome, the Administration has scheduled the launch of the new rules for October 15 @ 10 AM EST. This way, armies will be able to test how these new rules work before the new server map is inaugurated. Currently, our developer team, spearheaded by Dino, is working on a new interactive server map, which is expected to be available by the end of 2025 or the start of 2026. Upcoming Server Map

Once the new server map is inaugurated, we will inevitably authorize a map reset and conduct a capital server draft with all armies. By then, we also plan to launch the mobility units feature, together with an economy system tied to the map. We thank Logical for proposing this idea to Club Penguin Armies and to the Army Board.
